Extension of Validity of Ad-hoc Norms under Para 4.12

Extension of Validity of Ad-hoc Norms under Para 4.12 (vi) of HBP-2023 – Public Notice No. 07/2026-27

In exercise of the powers conferred under Paragraphs 1.03 and 2.04 of the Foreign Trade Policy (FTP) 2023, as amended from time to time, the Director General of Foreign Trade (DGFT) has amended Para 4.12 (vi) of the Handbook of Procedures (HBP) 2023 relating to the validity of ad-hoc norms ratified by the Norms Committee (NC).

As per the revised provision, all norms ratified by any Norms Committee in the Office of DGFT on or after 01.04.2015 for Advance Authorisations issued under Para 4.07 shall remain valid up to 31.03.2028. Earlier, only norms ratified on or after 01.04.2023 were valid for three years from the date of ratification, while norms ratified under HBP 2015-2020 were valid only up to 31.03.2026.

The amendment also clarifies that exporters may continue to obtain Advance Authorisations on a repeat basis using such ratified norms during their validity period, since the decisions of the Norms Committee are available on the DGFT website. However, this benefit will not apply to items covered under Appendix 4P or to cases where the Norms Committee has specifically stated that the approved ad-hoc norms shall not be used for other applications.

Effect of the Public Notice:
The validity of ad-hoc norms ratified on or after 01.04.2015 under Para 4.07 of HBP-2023 has been extended up to 31.03.2028. The amendment is intended to provide continuity, improve predictability, reduce transaction costs, and facilitate ease of doing business for exporters.
