DGFT Relaxes Export Performance Requirement for One Star Export House Status
The Directorate General of Foreign Trade (DGFT) has issued Notification No. 33/2026-27 dated 21 August 2026, introducing an amendment to Para 1.25(d) of the Foreign Trade Policy (FTP), 2023.
The amendment has been made with immediate effect and provides greater flexibility for exporters seeking recognition as a One Star Export House.
What has changed?
Under the earlier provision, exporters were generally required to demonstrate the prescribed export performance in all three immediately preceding financial years.
The revised provision introduces a specific relaxation for One Star Export House applicants.
New rule for One Star Export House
For applicants other than those belonging to the Gems & Jewellery Sector, export performance in any two out of the three preceding financial years will now be sufficient for grant of One Star Export House status, subject to fulfilment of the other applicable conditions under Para 1.25 of the FTP, 2023.
Gems & Jewellery Sector
The relaxation does not apply to the Gems & Jewellery Sector.
The existing requirement of export performance in all two preceding financial years for this sector continues to apply.

Impact of the Amendment
The amendment makes the eligibility framework for One Star Export House status more flexible. Exporters who may not have maintained export performance in each of the last three financial years can now qualify if they meet the applicable export-performance requirement in any two of those three years.
This change is expected to benefit exporters with fluctuating export performance and provides an additional opportunity to obtain recognition under the Export House status framework.
In short: For sectors other than Gems & Jewellery, 2 out of the last 3 financial years of qualifying export performance can now be considered for One Star Export House status, subject to the remaining requirements of the FTP.
