The Central Government has approved continuation of Central Sector Scheme Indian Footwear and Leather Development Programme (IFLDP)
No. P-27015/4/2020-Leather.—The Central Government has approved continuation of Central Sector Scheme ‘Indian Footwear and Leather Development Programme (IFLDP)’ with an approved expenditure of Rs.1700 crore till 31.03.2026 or till further review, whichever is earlier.
- The scheme is to encourage development of infrastructure for the leather and footwear sector, address environment concerns specific to the leather and footwear sector, facilitate additional investments, employment generation and increase in production.
- The following sub-schemes would be implemented under IFLDP :-
I. Sustainable Technology and Environmental Promotion (STEP)
II. Integrated Development of Leather Sector (IDLS)
III. Mega Leather, Footwear and Accessories Cluster Development (MLFACD)
IV. Establishment of Institutional Facilities
V. Brand Promotion of Indian Brands in Leather and Footwear Sector
VI. Development of Design Studios - The guidelines of above mentioned six sub-schemes are available on the website of the Department i.e. http://dpiit.nic.in/.
- In order to ensure effective implementation of the sub-schemes under IFLDP, it has been decided to constitute an Empowered Committee, a Steering Committee and an Advisory Committee.
- The Terms of Reference of the Empowered Committee will be as under:-
(i) Monitor the implementation of Indian Footwear and Leather Development Programme.
(ii) To suggest modifications in the guidelines of the various sub-schemes under Indian Footwear and Leather Development Programme and also suggest specific measures required/essential to achieve the desired output for the development of the leather sector.
(iii) To co-ordinate and collate information about schemes being implemented by various Ministries/Department having connection or linkage to leather and footwear industry and synergize/disseminate the same to all concerned for overall development of the leather sector.
(iv) Approve proposals under the sub-schemes of Indian Footwear and Leather Development Programme beyond the delegated powers of the Steering Committee.
(v) Approve specific issues concerning all sub-schemes of Indian Footwear and Leather Development Programme as mentioned in the concerned guidelines.
(vi) To take up any other issue not specified above.
- The Committee will devise its own procedures and may appoint one or more Sub-committees, as it may consider. It will meet from time to time and as per requirement.
- The composition of the Empowered Committee will be as under:-
- The Terms of Reference of the Steering Committee will be as under:-
(i) Ensure effective implementation, lay down procedures, decide normative prices for standard plant and machinery required for the modernization programme, accord sanction of financial assistance from Government, and monitor and follow up disbursal of financial assistance from Government to the industrial units under the sub-scheme Integrated Development of Leather Sector (IDLS);
(ii) Approval of proposals under the sub-schemes of Indian Footwear and Leather Development Programme costing up to Rs. 15 crore; and
(iii) Monitor the implementation of the projects sanctioned by the Department under Indian Footwear and Leather Development Programme.
(iv) Resolve specific issues concerning all sub-schemes of IFLDP as mentioned in the concerned
guidelines.
(v) Any other work assigned by the Empowered Committee. - The Committee will devise its own procedures and may appoint one or more Sub-committees, as it
may consider necessary. It will meet from time to time and as per requirement. - The composition of the Steering Committee will be as under:-
- The Terms of Reference of the Advisory Committee will be as under:-
(i) To provide industry perspective on issues concerning Indian Footwear and Leather sector.
(ii) To facilitate effective and time bound implementation of the approved projects under Indian Footwear and Leather Development Programme.
(iii) To facilitate time bound resolution of industry specific issues concerning all sub-schemes of IFLDP as mentioned in the concerned guidelines.
(iv) Any other work assigned by the Empowered and Steering Committees. - The committee will devise its own procedures, as it may consider necessary. It will meet from time to
