CBDT Invites Public Suggestions on Proposed Income-tax Rules & Forms under Income-tax Act, 2025
The Central Board of Direct Taxes (CBDT) has invited stakeholders’ comments and suggestions on the draft Income-tax Rules and related Forms proposed under the Income-tax Act, 2025.
The Income-tax Act, 2025 received Presidential assent in August 2025 and is scheduled to come into effect from 1 April 2026. The corresponding draft Rules and Forms have been prepared through a broad-based consultative process to align with the provisions of the new Act.
Before final notification, the government is seeking wider stakeholder participation. The draft Rules and Forms have been made available on the official Income Tax Department website for review. Stakeholders are encouraged to examine the proposals and submit their suggestions.
Key Areas for Suggestions
CBDT has specifically invited inputs in the following areas:
- Simplification of language
- Reduction of litigation
- Reduction of compliance burden
- Identification of redundant or obsolete rules and forms
How to Submit Suggestions
A dedicated utility is available on the Income Tax e-filing portal for submitting feedback:

Stakeholders can submit their inputs by providing their name and mobile number, followed by OTP-based validation.
Suggestions should clearly mention the relevant rule, sub-rule, or form number of the draft Income-tax Rules or Forms to which the recommendation relates.
All feedback received will be compiled and considered before the Rules and Forms are finalized.
