Rationalization of Halal Certification Procedures for Meat and Meat Products

Order (S.O. …): In exercise of the authority granted under Section 3 read with Section 5 of the Foreign Trade (Development & Regulation) Act, 1992, and in alignment with Paras 1.02 and 2.01 of the Foreign Trade Policy (FTP) 2023, as amended from time to time, the Central Government hereby revises the country list specified in Notification No. 34/2024-25 dated 01.10.2024 relating to exports of certain meat and meat products.

1) Expansion of Country Coverage: The countries listed under Paragraph 1(v) of Notification No. 34/2024-25 are expanded to additionally cover:

Azerbaijan, Uzbekistan, Kazakhstan, Tajikistan, Kyrgyzstan, Egypt, Algeria, Syria, Lebanon, Senegal, Maldives, Brunei, Libya, Tunisia, Turkmenistan, Yemen, Mauritius, Seychelles, Kenya, and Morocco.

2) Applicability Timeline: The requirements under the India Conformity Assessment Scheme (I-CAS) – Halal for the above countries will apply as follows:

  • All listed countries except Egypt: Implementation will begin after a transition period of two weeks from the date of issue of this notification.
  • Egypt: Implementation will commence after six months from the date of issue to allow for system preparedness and empanelment of certification bodies.

3) Continuity of Existing Conditions: All other applicable conditions remain in force, including certification through NABCB-accredited agencies and adherence to the regulatory requirements of the importing countries as outlined in Notification No. 34/2024-25.

4) Overall Impact: With this revision, twenty additional countries are brought under the mandatory Halal certification requirement within the I-CAS framework for designated meat and meat product exports.
