Modalities for Export of Wheat – Public Notice No. 49/2025-26
In exercise of the powers conferred under Paragraphs 1.03 and 2.04 of the Foreign Trade Policy 2023, the Directorate General of Foreign Trade hereby notifies the following modalities for eligibility, receipt, and processing of applications for issuance of Export Authorisations for export of wheat up to 25 LMT, as permitted vide Notification No. 62/2025-26 dated 24 February 2026, as amended from time to time.
1. Submission of Applications
(a) Mode of Application
All applicants holding an active Importer Exporter Code (IEC) seeking Export Authorisation shall submit applications online only through the DGFT website (https://www.dgft.gov.in) by navigating to:
Services → Export Management Systems → License for Restricted Exports
Applications submitted through any other link on the DGFT website shall not be treated as valid.
(b) Application Window: Applications shall be invited during the first ten (10) days of each month, i.e., from 01 March 2026 to 10 March 2026, and subsequently during the same window of each month, until the balance quantity of 25 LMT, as permitted under the above-mentioned notification (as amended), remains available.
(c) Documents Required: The applicant shall submit the following documents at the time of filing the application:
- Details of past performance relating to export of wheat, including exports undertaken during the three financial years preceding FY 2022-23;
- Copies of confirmed export orders/contracts available as on the date of application; and
- A valid certificate issued by a Chartered Accountant certifying the overall export turnover of the applicant for the preceding five financial years (in INR).
(d) Validity: The Export Authorisation shall remain valid for a period of six (6) months from the date of issuance. Requests for extension of validity shall be considered by the Special Exim Facilitation Committee (EFC), constituted under Para 2 below, on a case-to-case basis.
(e) Non-Transferability: Export Authorisations issued under this Public Notice shall be strictly non-transferable and shall be utilised only by the IEC holder to whom the allocation is made.
2. Allocation Mechanism: A Special Exim Facilitation Committee (EFC), constituted by the Director General of Foreign Trade, shall examine the applications received and recommend allocation of quantity against each eligible application.
3. Allocation / Re-allocation Criteria: While examining applications for allocation, the Special EFC may consider the following factors:
(a) Previous export history of the applicant; and/or
(b) Availability of confirmed export orders/contracts as on the date of application.
3.1 Re-allocation: The Special EFC shall also have the authority to recommend re-allocation of quantity previously allocated to an Export Authorisation holder to another Authorisation holder, based on periodic performance review.
4. Disqualification of Applications: The following applications shall not be considered for allocation:
- Applications seeking export of quantities less than 10,000 MT;
- Applications submitted by post or email, and not through the DGFT portal as specified in Para 1(a);
- Applications containing misdeclaration;
- Applications not submitted within the prescribed window period mentioned in Para 1(b).
5. Reporting Requirement: Exporters who have been allocated wheat quota shall submit a landing certificate within 30 days of completion of export of the consignment under the allocated quota.

The Special EFC may call for additional documents, if required.
Effect of this Public Notice: Applications for Export Authorisations for wheat, as notified vide Notification No. 62/2025-26 dated 24 February 2026 (as amended from time to time), shall be invited and processed strictly in accordance with the modalities specified in this Public Notice.
