Breakdown: Enhancement of Statutory EPF Wage Ceiling
Via Official Gazette Notification S.O. 5109(E), the Central Government upgraded the statutory wage ceiling from ₹15,000/month to ₹25,000/month on 17 September 2026.
1. Mandatory Enrollment Changes
- Employees earning up to ₹25,000/month: EPF and EPS enrollment is now mandatory.
- Employees earning above ₹25,000/month: Classified as “excluded employees” unless voluntarily contributing on higher wages under Paragraph 26(6) of the EPF Scheme.
2. September 2026 Mid-Month Calculation Methodology
Since the notification took effect mid-month (17 September 2026), contributions for the month of September must account for two distinct calculation brackets:
- Period 1 (1 Sept – 16 Sept): Statutory wage ceiling applies at ₹15,000/month.
- Period 2 (17 Sept – 30 Sept): Revised statutory wage ceiling applies at ₹25,000/month.
Example Calculation Matrix (Full Month Active Employee)
| Salary Bracket (Basic + DA) | 1–16 Sept Wage Cap (Pro-rated) | 17–30 Sept Wage Cap (Pro-rated) | September Total Contributory Wage Base | Employee EPF Contribution (12%) |
| ₹15,000/month | ₹8,000 | ₹7,000 | ₹15,000 | ₹1,800.00 |
| ₹20,000/month | ₹8,000 | ₹9,333.33 | ₹17,333.33 | ₹2,080.00 |
| ₹25,000/month or higher | ₹8,000 (at ₹15k cap) | ₹11,666.67 (at ₹25k cap) | ₹19,666.67 | ₹2,360.00 |
Note: From October 1, 2026 onwards, full month contributions for employees earning ₹25,000 or above will be calculated on the standard capped wage base of ₹25,000 (12% = ₹3,000).
Employer Action Plan
To maintain complete statutory compliance before 31 October 2026:
- Reconfigure Payroll Engine: Implement the blended wage ceiling logic (₹15,000 cap up to Sept 16; ₹25,000 cap from Sept 17 onward).
- Onboard Newly Covered Staff: Generate Universal Account Numbers (UAN) for employees with monthly basic + DA between ₹15,001 and ₹25,000.
- Verify EPS Allocations: Ensure employer contributions (12%) are appropriately allocated between EPF (3.67%) and EPS (8.33%, subject to the new EPS wage cap of ₹25,000).
- Run Validation on Unified Portal: Upload and validate the generated text file via the EPFO Unified Employer Portal well in advance of 31 October 2026 to avoid last-minute portal bandwidth constraints.
Compliance Tip: Submitting the return on or before 31 October 2026 shields establishments from interest charges under Section 7Q and damages under Section 14B of the EPF & MP Act, 1952.
