DGFT Enhances Pre-Shipment Inspection Agency and Certificate Process – Trade Notice No. 22/2026-27

The Directorate General of Foreign Trade (DGFT) has introduced several improvements to the Pre-Shipment Inspection Agency (PSIA) and Pre-Shipment Inspection Certificate (PSIC) module on the DGFT portal.

These changes build upon the electronic filing and verification framework introduced through Trade Notice No. 03/2022-23 dated 26 April 2022. The latest enhancements are aimed at strengthening compliance, improving transparency, reducing manual intervention and minimising errors in the PSIA/PSIC process.

Key Changes

  1. Standardised Inspection Date
    The inspection date in the PSIC will now be displayed in the standard DD/MMM/YYYY format.
  2. PSIC to be Issued on Inspection Date
    A PSIC can be generated and issued only on the actual date of inspection. The portal will not allow a certificate to be generated or issued retrospectively.
  3. Digital Signature and Stamp Facility
    Authorised PSIA users can upload and maintain scanned signatures and official stamps on the DGFT portal. These will be automatically incorporated into the PSIC, removing the need for manual signing, stamping and subsequent uploading.
  4. Inspector Details Through Drop-down Selection
    While preparing a PSIC, the inspector’s name must be selected from the system-generated list. The corresponding inspector details will then be populated automatically.
  5. Higher Attachment Limits
    The maximum number of inspection photographs has been increased from 5 to 10, with a limit of 5 MB per photograph.
    The maximum size for the mandatory inspection video has also been increased from 10 MB to 50 MB. The permitted video formats continue to be MP4, AVI, MTS, MOV, FLV and WMV.
  6. Automatic Instrument Details
    After selecting the country where the inspection is conducted, the relevant registered instruments will be available for selection through a drop-down menu. Once selected, their details will be automatically retrieved and shown as read-only information.

Procedure for Uploading Signature and Stamp

Authorised PSIA users can upload or update inspector signatures and official stamps by following these steps:

  1. Log in to the DGFT portal using valid credentials.
  2. Go to Services → Pre-Shipment Inspection → Upload Scanned Signature & Stamp for PSIC Generation.
  3. Search for and select the relevant PSIA user.
  4. Upload the scanned signature and official stamp in the prescribed format.
  5. Submit the details to complete the process.
