DGFT Seeks Public Feedback on Proposed RCMC Exemption for Low-Value Exports
The Directorate General of Foreign Trade (DGFT) has invited comments from exporters, trade bodies, and other stakeholders on a proposed amendment to the Foreign Trade Policy (FTP) 2023 that aims to simplify export compliance for low-value shipments.
Proposed Change
DGFT has proposed introducing a de minimis exemption from the requirement to obtain a Registration-cum-Membership Certificate (RCMC) or a Certificate of Registration for certain low-value export consignments. At present, Para 2.57 of FTP 2023 generally requires exporters to hold an RCMC to avail themselves of various authorisations, incentives, and other benefits under the policy.
The draft amendment seeks to ease compliance for eligible low-value exports, particularly benefiting small exporters and businesses engaged in e-commerce exports.
Stakeholder Consultation
The proposal has been issued under the stakeholder consultation framework provided in Para 1.07A of FTP 2023. DGFT has requested exporters, industry associations, and other interested parties to review the draft amendment and share their suggestions or comments.
Timeline for Submitting Comments
Stakeholders can submit their feedback within 10 days from the date of issuance of the Trade Notice. Comments may be emailed to e-commerce-dgft@gov.in.
Once the consultation process is completed, DGFT will consider the feedback before taking a final decision on the proposed amendment to the Foreign Trade Policy.
