Invitation for Feedback on the Draft Digital Trade Facilitation Bill

Invitation for Feedback on the Draft “Digital Trade Facilitation Bill, 2026” – Trade Notice No. 24/2025–26

Attention is drawn to the Union Budget 2025–26 announcement regarding the rollout of BharatTradeNet as a digital public infrastructure for trade. It has been observed that the current legal provisions do not adequately recognise electronic trade documentation or establish a robust framework for cross-border digital trust services, which limits smooth integration with international digital trade systems. To bridge these gaps, a draft of the Digital Trade Facilitation Bill, 2026 has been prepared.

1) Purpose of the Draft Bill

The proposed legislation aims to:

  • Grant legal validity to electronic trade documents
  • Support reliable digital authentication and verification systems
  • Enable secure cross-border sharing of trade-related records

A copy of the draft Bill is attached as an Annexure to this Trade Notice to gather views, recommendations, and comments from industry participants and domain experts.

2) Submission of Comments

Stakeholders are requested to share their inputs within 30 days from the date of issue of this Trade Notice at: tradefinance-dgft@gov.in

This notice is released with the approval of the competent authority.
