Removal of Per-Consignment Value Limit for Courier Exports

FTP 2023 Amendment: Removal of Per-Consignment Value Limit for Courier Exports Effective 1 April 2026 – Notification No. 67/2025-26
In exercise of the authority granted under Section 5 of the Foreign Trade (Development and Regulation) Act, 1992 and in accordance with Paragraphs 1.02 and 2.01 of the Foreign Trade Policy 2023, the Central Government has revised Paragraph 9.05 of FTP 2023, which deals with exports made through courier services and postal channels.
Key Amendment: Previously, the Foreign Trade Policy permitted exports through registered courier operators or Foreign Post Offices in accordance with notifications issued under the Customs Act, 1962. Such exports were required to comply with the applicable export policy under the ITC (HS) classification.
Under the earlier provision, a maximum value of ₹10,00,000 per consignment was allowed for exports sent through courier services.
With this amendment, the per-consignment value cap has been removed. As a result, exports sent through registered courier services or postal channels will no longer be subject to a fixed monetary limit per shipment, provided they comply with the relevant export policy and customs regulations.
Effective Date: The revised provision will come into force on 1 April 2026.
Practical Implication: From the effective date onward, exporters can dispatch goods through authorized courier services without being constrained by the earlier ₹10 lakh per-shipment limit, while continuing to follow applicable customs notifications and export policy requirements.
