Temporary Suspension of Postal Services to the United States of America (USA)

The Department of Posts has taken note of Executive Order No. 14324, issued by the U.S. Administration on 30th July, 2025, which withdraws the duty-free de minimis exemption for goods valued up to USD 800, effective 29th August, 2025. As a result, all international postal items addressed to the USA, regardless of value, will be subject to customs duties under the International Emergency Economic Power Act (IEEPA) tariff framework. However, gift items up to USD 100 will continue to remain duty-free.

As per the Executive Order, transport carriers conveying shipments through the international postal network, along with other “qualified parties” approved by U.S. Customs and Border Protection (CBP), must collect and remit duties on postal consignments. Although CBP issued certain guidelines on 15th August, 2025, several critical aspects—such as the designation of “qualified parties” and the procedure for duty collection and remittance—remain unresolved. Consequently, U.S.-bound air carriers have conveyed their inability to accept postal consignments after 25th August, 2025, citing operational and technical challenges.

In view of the above, the Department of Posts will temporarily suspend the booking of all categories of postal articles destined for the USA with effect from 25th August, 2025, except for:

  • Letters and documents
  • Gift items valued up to USD 100

These exempt categories will continue to be accepted and transmitted to the USA, subject to further clarifications from CBP and USPS.

Customers who have already booked consignments falling under the suspended categories may claim a refund of postage.

The Department of Posts regrets the inconvenience caused and assures the public that it is working closely with all stakeholders to restore full services to the USA at the earliest possible date.
