Exemption from RCMC/Registration Certificate requirement for low-value export consignments – Notification No. 36/2026-27
In exercise of the powers available under Section 5 of the Foreign Trade (Development & Regulation) Act, 1992, read with paragraph 1.02 of the Foreign Trade Policy (FTP), 2023, the Central Government has amended paragraph 2.57 of the FTP, 2023 with effect from 15 September 2026.
A new provision has been introduced under paragraph 2.57 to provide relief from the requirement of holding a Registration-cum-Membership Certificate (RCMC) or Certificate of Registration in respect of certain low-value export consignments.
Key change
Export consignments having a Free-on-Board (FOB) value of up to ₹3,00,000 per consignment will not be required to have an RCMC or Certificate of Registration, notwithstanding the requirements otherwise prescribed under paragraph 2.57.
The exemption is intended to facilitate small-value exports, particularly those undertaken through postal, courier and other emerging export channels.
Practical implication
- FOB value up to ₹3,00,000: RCMC/Certificate of Registration requirement is exempted under the newly inserted provision.
- FOB value above ₹3,00,000: The existing RCMC/Certificate of Registration requirements will continue to apply wherever prescribed under the FTP, 2023 or applicable provisions.
The amendment has been made effective from 15 September 2026.
The notification has been issued with the approval of the Minister of Commerce & Industry.
