DGFT Revises PSIC Issuance Timeline and Provides One-Time Backlog Relief –Trade Notice No. 28/2026-27
The Directorate General of Foreign Trade (DGFT) has announced certain changes to the process for issuance of Pre-Shipment Inspection Certificates (PSICs) to facilitate the transition to the revised Pre-Shipment Inspection Agency (PSIA)/PSIC system.
The changes have been introduced with reference to Trade Notice No. 22/2026-27 dated 25 August 2026, which had earlier introduced enhancements to the PSIA/PSIC process.
One-time relaxation for pending PSICs
To address certificates that remained pending because of system-related restrictions introduced under the earlier Trade Notice, DGFT has provided a one-time seven-day transitional window.
During this period, recognised PSIAs may process and issue PSICs relating to inspections that were carried out before 25 August 2026, but for which the certificates could not be generated because of the system restrictions.
Revised timeline for PSIC issuance
The timeline prescribed for issuing a PSIC has also been revised.
Going forward, the PSIC is required to be generated and issued within two days from the date on which the inspection is conducted.
The system will restrict PSIC generation and issuance to the prescribed period. In addition, the PSIC must be uploaded from the same geographical location/country in which the corresponding inspection was undertaken.
Other provisions remain unchanged
Except for the above changes, the remaining provisions of Trade Notice No. 22/2026-27 dated 25 August 2026 will continue to apply without modification.
The Trade Notice has been issued with the approval of the Director General of Foreign Trade (DGFT).
