GST Portal emSigner version 3.3 introduced for new DSC tokens

GST Portal: emSigner Version 3.3 Introduced for New DSC Tokens
The GST System has announced the availability of emSigner Version 3.3 for taxpayers and tax officials who use Digital Signature Certificates (DSCs) on the GST Portal.
The updated version has been introduced primarily to ensure compatibility with new USB DSC tokens issued on or after 21 September 2026.
Who needs to upgrade to emSigner 3.3?
The requirement to install emSigner 3.3 depends on the DSC token being used.
1. Users with existing valid DSC tokens
Users whose existing DSC is valid and whose current USB token is functioning properly as of 21 September 2026 do not have to immediately upgrade.
If the existing emSigner installation continues to detect the DSC and digital signing works normally, the current version may continue to be used.
However, users should consider upgrading to emSigner 3.3 if they experience issues such as:
- DSC not appearing for selection;
- Digital signatures failing during submission;
- Signing errors despite the token driver being installed correctly; or
- Other compatibility issues with the existing token.
Version 3.3 is designed to maintain compatibility with previously issued DSC tokens as well.
2. Users receiving a new DSC token
Users who receive a new USB DSC token on or after 21 September 2026 will need to install emSigner Version 3.3.
This includes situations where:
- a new DSC and USB token have been issued;
- an existing DSC has been renewed and provided on a new token; or
- a fresh certificate has been downloaded onto a newly issued dongle.
Older versions of emSigner may not support these newly issued tokens.
System requirements for emSigner 3.3
Before installing the new version, users should ensure that their computer satisfies the required configuration.
Operating system and hardware
| Particular | Minimum requirement |
|---|---|
| Operating System | Windows 10/11 (64-bit), Linux (Ubuntu 18 or later), or macOS 10.6 or later |
| System Architecture | 64-bit |
| RAM | 8 GB or more |
| Available Storage | 64 GB or more |
Java requirement
| Particular | Requirement |
|---|---|
| Java Runtime | Java 1.8 – OpenJDK or Oracle Java |
| Installation | Java must already be installed on the computer |
| Bundled Java | Java is not included with the emSigner installer |
| Supported Version | Java 1.8 |
| Java 9 and later | Not supported |
Users should therefore verify their Java installation before proceeding with emSigner installation.
Supported browsers
The GST System provides support for the following browser versions:
| Browser | Supported version |
|---|---|
| Internet Explorer | Version 10 and above |
| Firefox | Version 6 and above |
| Google Chrome | Version 16 and above |
| Safari | Version 6 and above |
| Opera | Version 12.1 and above |
| Microsoft Edge | All versions from its initial release |
How to install emSigner Version 3.3
Users who require the new version should download it from the official GST Portal.
The download section can be accessed through the GST Portal’s Help / emSigner or Document Signer section.
After downloading the installer:
- Close any GST Portal signing sessions currently running.
- Ensure that the appropriate DSC token driver is installed.
- Download emSigner Version 3.3 from the GST Portal.
- Install the application on the computer used for GST DSC signing.
- Start the emSigner service after installation.
- Connect the DSC USB token.
- Log in to the GST Portal and test the DSC signing functionality.
For newly issued DSC tokens covered by the 21 September 2026 change, emSigner 3.3 should be used, as older versions may not recognize or work correctly with such tokens.
What happens to existing DSCs?
The introduction of emSigner 3.3 does not by itself cancel or invalidate existing DSCs.
Under the applicable CCA migration framework, DSCs downloaded onto FIPS 140-2 compliant tokens on or before 21 September 2026 may continue to be used until their existing validity period expires, subject to the applicable requirements and exceptions.
Accordingly, an existing DSC does not automatically become invalid merely because the new FIPS 140-3 framework is being introduced.
However, when an existing DSC is subsequently renewed or a fresh DSC is issued, the applicable requirements for the newer token standard may apply.
Users should refer to the latest advisory issued by the Controller of Certifying Authorities (CCA) for detailed information regarding the transition from FIPS 140-2 to FIPS 140-3 tokens and the applicable exceptions.

Key takeaway
The change can broadly be understood as follows:
| Situation | emSigner 3.3 requirement |
|---|---|
| Existing DSC + existing token working normally | Upgrade not immediately required |
| Existing token but signing/detection problem | Upgrade to 3.3 recommended |
| New DSC token issued on/after 21 September 2026 | Version 3.3 required |
| DSC renewed with a new token on/after 21 September 2026 | Version 3.3 required |
| Existing FIPS 140-2 DSC issued before the transition date | May continue until expiry, subject to applicable CCA requirements |
GST Helpdesk assistance
If users face difficulties while installing emSigner 3.3 or while using their DSC on the GST Portal, they can raise a support request with the GST Helpdesk for assistance.
The issue should preferably include details such as the DSC token type, operating system, emSigner version, error message and relevant screenshots so that the technical team can investigate the problem efficiently.
Important
The transition to emSigner 3.3 is primarily relevant to users who receive new DSC USB tokens from 21 September 2026 onwards. Existing users whose current DSC and token continue to function normally are not required to replace their working setup solely because of this change.
