Submission of Utilization Details and Additional Requirement for Pharma Grade Sugar Export Quota
With reference to Trade Notice No. 06/2025-26 dated June 18, 2025 and subsequent communications relating to allocation of Pharma Grade Sugar export quota, the competent authority has decided to undertake a review of the quantities allotted to exporters and evaluate requests for fresh allocation from the remaining quota balance.
1. Submission of Details by Exporters
All exporters who received allocations under the above-mentioned Trade Notices are requested to furnish the following information:
(i) Utilization Certificate: A certificate issued by a Chartered Accountant confirming the quantity exported against the allocated authorization.
(ii) Request for Additional Allocation: Exporters seeking further allocation should submit:
- Reasons/justification for the additional requirement; and
- Copies of valid export contracts or purchase orders, wherever available.
2. Timeline and Mode of Submission
The required information must be submitted within 10 days from the date of issuance of this Trade Notice through a revalidation application on the DGFT IT platform.
The application should include all documents referred to in Para 1 and must be submitted on the allottee’s official letterhead.
Exporters who have already submitted a revalidation application are not required to apply again.
3. Revalidation and Reallocation Criteria
(a) Cases with More Than 50% Utilization: Authorizations where more than half of the allocated quantity has already been utilized may be considered for revalidation for an additional period of six months.
(b) Cases with Less Than 50% Utilization: Where utilization is below 50%, the remaining unutilized quantity may be shifted to the common allocation pool for redistribution unless valid export contracts or purchase orders are submitted along with the application.
(c) Allocation from Common Pool: Fresh allocation from the common pool will be made proportionately based on:
- Quantity demanded by exporters; and
- Total exports completed so far,
subject to availability of quota.
4. Consequences of Non-Submission: Failure to submit the required information within the prescribed timeline may lead to appropriate action, including reallocation of the unutilized quota.
5. Important Instructions:
- Incomplete or deficient applications will not be considered.
- Applications submitted through email, post, or after the prescribed deadline will not be accepted.
6. DGFT’s Discretion: DGFT reserves the right to determine or modify the procedure and methodology for distribution and allocation based on the applications received.
This Trade Notice is issued with the approval of the competent authority.
