Amendment in Export Policy of Animal By-Products – Notification No. 29/2025-26

S.O. (E):
In exercise of the powers conferred by Section 3 read with Section 5 of the Foreign Trade (Development & Regulation) Act, 1992, read with paragraphs 1.02 and 2.01 of the Foreign Trade Policy, 2023, as amended from time to time, the Central Government hereby amends the export policy relating to specific ITC (HS) codes under Chapter 23 of Schedule-II (Export Policy), ITC (HS) 2022, with immediate effect, as follows:

1. Insertion of Policy Condition 2 under Chapter 23 of Schedule-II (Export Policy), ITC(HS) 2022:
   The following condition is inserted:
   Meat, offal, guts, bladders, stomach, intestines, pizzle, bones, horn, hooves, glands, hides, and other organs (falling under Chapters 02, 05 & 41) used as raw material in the preparation of pet food products (not intended for human consumption), sourced from APEDA registered integrated abattoirs or municipal slaughterhouses, shall be eligible for export provided the following conditions are met:
   • The material must be subject to post-mortem inspection and segregation to ensure suitability for pet food use by the designated veterinary authority of the state/UT where the meat processing plant is located.
   • The designated veterinary authority shall issue a certificate based on inspections conducted by veterinarians registered under the Indian Veterinary Council Act, 1984, who are employed by the slaughtering unit and supervised by the state’s designated veterinary authority.
     
2. Amendment to Export Policy for Specific ITC(HS) Codes:

Effect of this Notification:
The export policy of certain animal by-products has been revised in alignment with specific European Union (EU) regulations.
