Clarification on Applicability of Minimum Import Price (MIP) for Virgin Multilayer Paper Board (VPB) – Notification No. 26/2025-26 dated 22.08.2025
This is regarding the Minimum Import Price (MIP) of INR 67,220 per MT (on CIF basis) applicable on the import of Virgin Multi-layer Paper Board (VPB) under the ITC (HS) Codes 48059100, 48059200, 48059300, 48109200, and 48109900, as notified vide Notification No. 26/2025-26 dated 22.08.2025, effective until 31.03.2026.
Following representations received from Industry Associations, Export Oriented Units (EOUs), and SEZ units highlighting challenges arising from the MIP implementation, the matter has been examined. The applicability of the notification, in line with current policy provisions, is clarified as follows:
- Imports of Virgin Multi-layer Paper Board (VPB) by 100% Export Oriented Units (EOUs) and units located within Special Economic Zones (SEZs) shall not be subject to the Minimum Import Price, provided the imported goods are not sold in the Domestic Tariff Area (DTA). This exemption is in accordance with Para 6.01(d) of the Foreign Trade Policy (FTP), 2023 and Rule 27 of the SEZ Rules, 2006.
- Imports of VPB under the Advance Authorization or Duty-Free Import Authorization (DFIA) schemes shall also be exempt from the MIP requirement, as per Para 4.18(iv) of FTP, 2023.
The above provisions are being communicated for the information of the Trade community and Customs field formations. Any non-compliance with the prescribed guidelines shall invite penal consequences as per applicable rules and regulations.
This clarification is issued with the approval of the Director General of Foreign Trade.
