DGFT Extends EO Period from 6 Months to 18 Months

DGFT Extends EO Period from 6 Months to 18 Months- Amendment in Para 2.03(A) (i) (g) of the Foreign Trade Policy, 2023 laying down enabling provisions for import of inputs, that are subjected to mandatory Quality Control Orders (QCOs), by Advance Authorisation holders, EOU and SEZ.
- The notification relates to Advance Authorisation (AA) holders, EOUs, and SEZs who import inputs that are covered under mandatory Quality Control Orders (QCOs) issued by the Department of Chemicals & Petrochemicals (DCPC).
- Earlier, the Export Obligation (EO) period for such imports was restricted to 180 days (6 months) from the date of clearance of goods.
- Now, the EO period has been extended to 18 months, in line with the general provision of Para 4.40 of the Handbook of Procedures (HBP).
- This means all AA holders will now follow the standard EO timelines given in Para 4.40 of HBP, even for products under QCO exemption.
Effect of this Notification: This amendment gives more time (18 months instead of 6 months) to AA holders to discharge their export obligations for chemical products under QCO exemption.
